Sentencing in Pike County Court

Pike County District Attorney Raymond J. Tonkin on March 25 announced the following criminal sentences issued by Pike County Court of Common Pleas President Judge Gregory Chelak:

Clifford Charles Carr, 37, of Milford, PA, was sentenced to 4 years and 4 months to 14 years in a state correctional facility, fined $2,200 and a driver’s license suspension of 7 years for 3 counts of the crime of Fleeing or Attempting to Elude a Police Officer, Criminal Trespass and Driving While Operating Privilege Suspended or Revoked. The state police investigated Carr who was caught on camera breaking into a home located in Delaware Township on December 10, 2018. On January 15, 2021, Carr eluded police in Port Jervis and traveled into Matamoras. On February 4, 2021, Carr again was fleeing the Port Jervis Police and drove across the Pennsylvania state line into Matamoras. Carr was found to be driving on a suspended license. On October 20, 2021, Carr was once again fleeing a traffic stop in Port Jervis and entered Matamoras where he was followed by the Eastern Pike Regional Police traveling over the streets of Matamoras to avoid arrest. Carr got out of his vehicle and fled on foot before being apprehended.

Julius C. Leonard, 63, of Parksville, NY, was sentenced to 36 months to 120 months in a state correctional facility and fined $1,700 for 2 counts of the crime of Burglary, 2 counts of Theft and Receiving Stolen Property. On September 28, 2020, Leonard smashed a window of a business in Matamoras, entered the building and stole gift cards and U.S. currency. On February 3, 2021, following the arrest of Leonard by the New York State Police, a vehicle search revealed Leonard in possession of rolled coins from a burglary at a business in Matamoras. On August 13, 2021, Leonard broke into a business on Route 739 in Delaware Township by smashing a window and entering the building taking U.S. currency.

Charlie Anthony Pena, 34, of Honesdale, PA, was sentenced to 72 hours to 6 months in the Pike County Jail, fined $1,000 and had his driver’s license suspended for 12 months for the crime of Driving Under the Influence. The state police responded to Route 434 in Lackawaxen Township where Pena was involved in a vehicle accident on February 1, 2023. Pena displayed glassy, bloodshot eyes with slurred speech and emanating a strong odor of an alcoholic bever. Pena admitted to drinking prior to the accident. Empty liquor bottles were observed behind the driver’s seat. A breath test confirmed a blood-alcohol content of 0.194 percent.

Angelo Vazquez, 35, of East Stroudsburg, PA, was sentenced to 2 months to 12 months in the Pike County Jail and fined $500 for the crime of Possession of a Weapon on School Property. Vazquez was found in possession of a Smith & Wesson MP15 semi-automatic rifle on the grounds of the East Stroudsburg school property on May 15, 2021.

Gionni C. Wadud, 22, of Hawley, PA, was sentenced to 72 hours to 6 months in the Pike County Jail, fined $1,300 and had his driver’s license suspended for 12 months for the crimes of Driving Under the Influence of a Controlled Substance and Possession of a Small Amount of Marijuana. The state police stopped Wadud along SR 507 in Greene Township for a suspended license on January 25, 2023. An odor of marijuana was detected when speaking with Wadud and he was observed to have glassy, bloodshot eyes. Field sobriety tests indicated impairment and a blood test confirmed the presence of THC in his blood. On April 11, 2023, the state police stopped a vehicle for an unsafe maneuver along I-84 in Palmyra Township and Wadud was a passenger in the vehicle. While speaking with Wadud, the trooper detected the smell of marijuana. A consent to search the vehicle revealed Wadud in possession of marijuana.

Damian John Halby, 41, of Sharon, CT, was sentenced to 72 hours to 6 months in the Pike County Jail, fined $1,000, and a driver’s license suspension of 12 months for the crime of Driving Under the Influence of Alcohol or a Controlled Substance. The state police stopped Halby after observing him driving too close to the vehicle in front of him along I-84 in Milford Township. Upon approach of the vehicle the trooper detected the smell of marijuana. Halby admitted to smoking marijuana. Field sobriety tests indicated impairment and a blood test confirmed the presence of THC in his blood.

Jennifer Ann Van Asselt, 41, of Greentown, PA, was sentenced to 6 months of probation and fined $300 for the crime of Driving Under the Influence. The state police were dispatched to Route 6 in Blooming Grove Township where Van Asselt’s vehicle was off the road and disabled. When speaking with Van Asselt, she was observed to be disheveled with bloodshot eyes and acting confused, providing conflicting stories as to what happened. Van Asselt was found in possession of a vape pen. Van Asselt refused to submit to a blood test.

Santos Almanzar, 48, of Liberty, NY, was sentenced to 72 hours to 6 months in the Pike County Jail and fined $1,000 for the crime of Driving Under the Influence. Eastern Pike Regional Police stopped Almanzar after watching him driving erratically along Routes 6 and 209 in Westfall Township. When speaking with Almanzar, the officer detected the smell of an alcoholic beverage and observed Almanzar to have slurred speech and difficulty with balance. Almanzar admitted to drinking prior to driving. Field sobriety tests indicated impairment and a blood test confirmed a blood-alcohol content of 0.187 percent.

Ahmad Wilson, 61, of Bushkill, PA, was sentenced to 18 months of probation and fined $300 for the crime of False Swearing in Official Matters. Wilson misled employees of the County Public Assistance Office in Dingmans Township by stating he was not employed and therefore received $17,243.40 in benefits he was not entitled to between November 30, 2017, through May 31, 2018

Thomas John Swaha, 29, of Scranton, PA, was sentenced to 11.5 months to 23 months in the Pike County Jail and fined $1,000 for the crimes of Endangering the Welfare of Children and Possession of a Controlled Substance. The state police stopped Swaha for a suspended registration due to canceled insurance while observed traveling along SR 507 in Greene Township on June 8, 2023. A consent to search the vehicle revealed cocaine stored within reach of two minor passengers.

Jeffrey A. Millard, 56, of Laceyville, PA, was sentenced to 11.5 months to 23 months in the Pike County Jail, fined $300 and a driver’s license suspension of 12 months for the crime of Fleeing or Attempting to Elude a Police Officer. The state police signaled for Millard to pull over after observing several vehicle code violations while traveling along I-84 in Palmyra Township on September 19, 2023. Millard ignored the request, driving over various roadways in Palmyra Township until disabling his vehicle when driving off the road.

Alison Lee Sheridan, 42, of Greentown, PA, was sentenced to 22 months to 60 months in a state correctional facility and fined $500 for the crime of Criminal Conspiracy to Commit Delivery of a Controlled or Counterfeit Substance. The state police investigated Sheridan who conspired with another individual to sell Methamphetamine to a confidential informant on Sugar Hill Road in Greene Township on September 29, 2022.

Michael Thomas Pranzo, 39, of Newfoundland, PA, was sentenced to 6 months to 18 months in the Pike County Jail and fined $400 for 2 counts of the crime of Possession of a Controlled Substance. Pranzo was stopped by the state police for traveling at a high rate of speed along SR 507 in Palmyra Township on December 5, 2021. Pranzo was observed exhibiting nervous behavior and sweating. Pranzo was found in possession of cocaine. On September 12, 2022, Pranzo was a passenger in a vehicle stopped by the state police along Hemlock Grove Road in Greene Township. Pranzo was observed dropping a syringe. Pranzo was found in possession of fentanyl.

Patrick Thomas Sutton, 31, of Greeley, PA, was sentenced to 11 months to 23.5 months in the Pike County Jail and fined $500 for the crime of Burglary. The state police investigated a burglary at a residence in Lackawaxen Township where Sutton was observed on a surveillance camera entering the residence through a window and taking a jar filled with money.
