TAMIMENT, PA -- A Pike County jury found Andrew J. Dougan, 35, of Tamiment, PA, guilty of 23 charges related to sexual abuse of a minor in October and November 2017.

District attorney Ray Tonkin  announced the guilty verdict after a two-day jury trial in the Pike County Court of Common Pleas.

The jury convicted Dougan of multiple counts of involuntary deviate sexual intercourse, statutory sexual assault, aggravated indecent assault, unlawful contact or communication with a minor, corruption of minors, possession of child pornography, all felony charges; and a single count of endangering the welfare of a child, a misdemeanor of the first degree.

During the trial Tonkin established that Dougan took advantage of a 13-year-old child when he was age 28-29 in 2017 and engaged in sexual conduct with the minor. The events happened over a course of time at a residence in Tamiment.

The child came forward in 2021 regarding the abuse to the Byram Township Police Department in Sussex County, NJ. Detectives from the Sussex County New Jersey Prosecutor’s Office became involved in
the investigation. Detectives learned that the abuse had taken place in Pike County, and they
notified detectives at the Pike County District Attorney’s Office. After an investigation, which
included a forensic interview of the child at Dickson House Children’s Advocacy Center,
Dougan was charged in Pike County.

Tonkin praised the courage of the victim along with the interstate cooperation among law
enforcement for the success of the prosecution, saying, “The strength of the victim along with the cooperation between my office, the Sussex County Prosecutor’s Office, and the Byram Township Police Department were the reasons that we were able to bring this sexually violent offender to justice. We will continue to work with all law enforcement partners to bring those who harm children to justice.”

After the verdict, Tonkin asked Pike County President Judge Gregory Chelak to revoke Dougan’s
bail and remand him to the Pike County Correctional Facility pending sentencing on May 3. In his request Tonkin noted Dougan had been previously convicted of homicide by vehicle while DUI in Monroe County in 2011 and a subsequent felony DUI in Pike County in 2021. President Judge Chelak revoked bail based on this request by Tonkin.

Prior to sentencing Dougan will be evaluated by the Pennsylvania Sexual Offender’s Assessment Board to determine if he meets the criteria to be designated a sexually violent predator in Pennsylvania. For the charges of involuntary deviate sexual intercourse, Dougan faces a minimum mandatory sentence of ten years on each of the three counts the jury convicted him of.
