Florence “Flo” Billard, age 91, of Narrowsburg, NY, passed away peacefully at home on December 13, 2025, surrounded by her family.
Flo was born on July 17, 1934 in Narrowsburg and grew up there. She graduated from Narrowsburg Central School and spent her life deeply rooted in the community she loved.
Flo was the devoted wife of Daniel “Dancing Dan” Billard and beloved mother, grandmother and great-grandmother. She raised four children and dedicated her life to family, creating a home filled with love, laughter and enduring traditions.
In addition to raising her family, Flo had a creative and entrepreneurial spirit. She worked on jewelry and antiques before later sharing her vibrant personality through DJing, bringing joy and music wherever she went.
She is survived by her loving husband, Dancing Dan; her four children: Lynn Martin and her husband Hank Martin, Lionel Billard and his wife Kim Billard, Lisa Lander and her husband Rick Lander, and Brenda Riefler; her grandchildren: Justin Martin and his wife Amanda Martin, Kyle Martin and his wife Jessica Martin, Matthew Martin and his wife Jess Martin, Heather Lander and her husband Joseph Winski Jr., Sarah Lander and husband Marc O’Donnell, Alex Lander and his wife Jordan Lander, Richard Lander and his fiancée Ella Engels, Brice Billard and his wife Chelsie Billard, Drew Billard and his fiancée Lia, Scott Riefler and Carley Riefler; 10 great-grandchildren; and her sister Joan Scheuren.
She was predeceased by her siblings: Helen Bunis, Ann Iberger and George Holfeld.
Flo will be remembered for her warmth, energy, creativity and steadfast commitment to her family. She showed up fully for every milestone and celebration, leaving behind a legacy of love that will continue through generations.
Visitation will be held on Friday, December 19 from 5 p.m. to 7 p.m. at the Harrison Rasmussen Funeral Home of Barryville, 3412 Rte. 97, Barryville, NY, and on Saturday, December 20 from 9 a.m. to 10 a.m. at St. Francis Xavier Church, Bridge Street, Narrowsburg. A Mass of Christian Burial will begin at 10 a.m. at the church, followed by Christian burial at St. Francis Xavier Cemetery, Narrowsburg.
