LIBERTY, NY — Sullivan BOCES has announced the commencement of a formal organizational study to evaluate its structure, service capacity, administrative functions, and physical facilities. This comprehensive review, required by the New York State Commissioner of Education, aims to identify institutional strengths and strategic opportunities to guide future planning.
The study follows the retirement of District Superintendent Dr. Robert M. Dufour in December. Per New York State Department of Education (NYSED) protocol, the vacancy triggered an initial stakeholder survey. Based on those results, NYSED determined that a more in-depth analysis is required before a permanent search for a new District Superintendent begins.
To lead this effort, BOCES has issued an RFP for an independent consultant. The final report is due to the State Education Department by June 30, 2026. While mandated, such studies are not unprecedented for Sullivan BOCES, having been conducted during previous leadership transitions. These studies ensure the organization remains best positioned to serve the region’s educational needs.
During this transition, Commissioner Rosa has appointed Mr. Michael Rullo, District Superintendent of DCMO BOCES, to serve as Interim District Superintendent. Mr. Rullo’s extensive experience in rural leadership will provide stability throughout the evaluation process. Stakeholder feedback will be a central component of the study, with more information regarding public meetings to be shared once a consulting firm is appointed.
