Frank LaBuda wins Republican primary

SULLIVAN COUNTY, NY — Weeks after the New York State primary election, former Sullivan County Judge Frank LaBuda has won the Republican nomination in the district attorney race. He received 175 more votes than Meagan Galligan, the acting DA and a registered Democrat who will face LaBuda again in November. LaBuda was a Democrat until last January when he changed party affiliation.

In the race for New York’s 19th Congressional District, Sullivan County Republicans voted for Kyle Van De Water over Ola Hawatmeh. According to the New York Times as of 10:30 a.m. on Monday, July 13, Van De Water was leading the entire district with 56.8 percent of the vote. 

State police cracking down on seat belt use in parks

NEW YORK STATE — The New York State Police, the New York State Park Police and the Governor’s Traffic Safety Committee are partnering to ensure that visitors to state parks are buckling up for safety.

Buckle Up New York Summer Parks Initiative is an enforcement and educational campaign to ensure that motorists and passengers properly buckle-up their seatbelts while traveling inside state parks. This year’s campaign will be held from Saturday, July 11 to Monday, August 10. 

The seatbelt compliance rate reached a record 94 percent in NYS in 2019. However, motor vehicle crashes continue to be a leading cause of death for children. Data from the National Highway Transportation Safety Administration reflects that, of the 794 children that were killed in fatal crashes in 2017, 37 percent were unrestrained. The NHTSA also found that among children under five years old, an estimated 325 lives were saved in 2017 by restraint use.

Wayne couple charged with homicide of infant

GOULDSBORO, PA — PA State Police have charged two Wayne County residents with criminal homicide of a three-month-old infant.

According to an affidavit of probable cause, filed by PA State Trooper Gregory Allen, Wayne County 911 received a call on September 25, 2019 that a three-month-old female was not breathing. The infant was transported by ambulance from her home in Gouldsboro to Moses Taylor Hospital in Scranton and pronounced deceased upon arrival. Dr. John Stanton, who saw the child, noted bruising “characteristic of shaken baby syndrome.”

During interviews with police, both the child’s mother and her boyfriend admitted to using drugs within hours of the infant’s death. An autopsy revealed bruising, contusions, multiple fractures of the ribs, intradural hemorrhages, evidence of past hemorrhages and the presence of cocaine and methamphetamine.

The couple was arraigned on July 9 and the judge did not set bail. Their court date is set for Wednesday, July 15. 

Stomping murderer sentenced

GOULDSBORO, PA — Wayne County District Attorney A.G. Howell has announced the sentencing of Coneil Moore in the stomping murder of Joseph Keith Stengline. 

In 2017, the five defendants traveled from Monroe County to Gouldsboro to commit the robbery against Joseph Keith Stengline Sr., 62. The elder Stengline was kicked and stomped repeatedly, causing a skull fracture and subdural hematoma. He died five days later in the hospital. 

Senior Judge Kenneth W. Seamans sentenced Moore, 33, to 11.5 to 24 years in a state correctional institution. Moore previously pled guilty to third-degree murder. Moore also waived all post-sentence rights, appellate rights and post-conviction relief acts rights.

Community services expands hours

LIBERTY, NY — The Sullivan County Department of Community Services will be expanding their by-appointment-only hours, beginning July 20, to Mondays-Thursdays from 9 a.m. to 5 p.m.

“Only a minimal number of people will be permitted to enter the building at a time,” said Director of Community Services Melissa Stickle. “For those individuals not ready to come on site, we are continuing to offer teleservices for assessments, individual and group treatment, care coordination and medication-assisted treatment.”

Congress extends paycheck protection

RHINEBECK, NY — U.S. Rep. Antonio Delgado (NY-19) has announced more than 9,100 small businesses across New York’s 19th Congressional District received assistance from the Paycheck Protection Program (PPP). This PPP funding helped small businesses across the district retain more than 73,000 jobs. PPP loans were made available through the bipartisan CARES Act which provides federal funding for the SBA to cover six months of loan payments for all qualified loans without any action from small businesses. Last week, Congress passed a bipartisan extension of PPP allowing small businesses until Saturday, August 8 to apply.

Business owners looking to apply for PPP funds are encouraged to submit an application before August 8 and reach out to Rep. Delgado’s office at Delgado.House.gov and 845/443-2930 with questions.

States added to NYS travel restriction list

NEW YORK STATE — New York, together with Connecticut and New Jersey, has imposed a mandatory 14-day quarantine for individuals traveling from states with high infection rates. This applies to states with a positive testing rate higher than 10 per 100,000 residents or a state with a 10 percent or higher positivity rate over a seven-day rolling average. At press time, the mandatory 14-day quarantine applies to individuals traveling from Alabama, Arkansas, Arizona, California, Delaware, Florida, Georgia, Iowa, Idaho, Kansas, Louisiana, Mississippi, North Carolina, Nevada, Oklahoma, South Carolina, Tennessee, Texas and Utah.
