HONESDALE, PA — Usually, when governments get a large volume of responses to a request for proposals (RFP), there is a large amount of money involved.

On July 11, Wayne County had eight voluminous responses to its RFP for landfills to accept county trash wastes. As he hauled them all away on a hand-cart, county solid waste/recycling coordinator Randy Heller explained that there were no dollar amounts involved in these agreements.

Pennsylvania’s Act 101 requires that every 10 years, each county assesses availability and guarantees disposal capabilities, he said. “We review them to determine that they meet required terms and conditions of their contracts. The haulage and prices per ton to tip are set by transfer stations and landfills.”

Heller said that Wayne has contracted with all eight of the landfills in past, even though some were never used.

Wayne’s contractors include Waste Management contracts at the Beach Lake Transfer Station, the Grand Central Landfill at Penn Argyl, and the Alliance Sanitary Landfill and Keystone Landfill in Lackawanna County; DeNaples contracts with Community Environmental Systems, Keystone Landfill; J.P. Mascaro & Sons at Lehigh Valley Transfer Station, Audubon Park and the Pioneer Crossing Landfill.

In other business, the commissioners approved the Victims Intervention Program’s participation in the “Red Sand Project,” which highlights human trafficking, at 12 noon on July 30. The commissioners also approved the use of county master files by WW and Government Software Solutions for printing of 2019/2020 school tax bills, reported certification that the required $178,957 match for Emergency Solutions grants had been met, and approved language to require personal insurance coverage when using a personal car for county business.

The commissioners also announced that the annual “ice cream day” in the park will take place following the board’s meeting on July 25.
