HONESDALE, PA — The Wayne Commissioners finished up the last of their budget work on January 3, when they approved the short-term loan that will carry the county through until Wayne’s new property tax collections accumulate.

The panel approved business manager John Haggerty’s recommendation and accepted a low-interest-rate tax-anticipation note bid of 1.2% provided by Honesdale National Bank. The note will cover indebtedness up to $2.5 million.

The note covers the $33,037,143.30 appropriations budget spending for 2019, through the beginnings of incoming property tax revenues this spring. The overall millage rate for the tax levy was approved on December 27 and remains at 3.99 mills as a $1.2 million spending increase was covered by fund balance reserves.

The commissioners last week approved a $129,868 contract for emergency solutions housing, which runs through May of 2020.

Commissioners’ Chair Brian Smith introduced a new PA Department of Community and Economic Development program that provides financial assistance to communities and property owners of private dams. According to Smith, the program would “provide financial assurance to owners of regulated private dams to meet proof of financial responsibility required [by state law].” Owners’ enrollment and a $1,000 application fee is required to apply for program funding. In other December 27 business, the board approved a new employee compensation plan and an application to encumber $88,000 in liquid fuels tax funds. That money will go toward the completion of a $264,735 project for repairs on three bridges: the Bortree Bridge, Salathe Bridge and the Sunshine Bridge.

The commissioners also announced that elevator repairs in the courthouse annex will require those seeking handicap access to the main floor and upper floors to use the mailroom entrance on the 10th Street side of the building. Those using this entrance will need to ring a door buzzer for assistance in entering the building. Access to the ground-floor sheriff’s department and tax assessment offices remains at the 9th Street side.
