The primary objective of the Office for the Aging is to be the lead advocate for the older population of Sullivan County. All the programs sponsored or directly offered aim to give older people choices, with the intention that they will be able to remain in their homes and community as long as possible.

While some of its programs offered are income eligible, most are based on a voluntary contribution, but your inability or unwillingness to contribute will not prevent you from receiving services. Contributions enable the office to continue and expand its program to other senior citizens.

• Case Management: Case management services are provided to elderly individuals who are unable to negotiate the human services network without assistance. Designated staff arrange and coordinate the delivery of services needed from several agencies and provide regular monitoring to ensure that the participant’s needs are being met.

• Legal Assistance: Legal assistance is available to help seniors with problems involving Social Security, Medicare and other benefit programs; landlord/tenant disputes; problems relating to the ownership of property; and problems that are not of a fee-generating nature.

• Transportation/Escort Services: Shopping bus service is provided in each area of Sullivan County at least once a week. This service enables senior citizens to maintain their independence by being able to do their own shopping and/or go to the doctor. Arrangements must be made 24 hours in advance.

• Senior Community Employment Program: An AARP program that helps people 55 or older to get temporary, part-time positions with nonprofit community organizations. Income must be at or below federal poverty line to be eligible. Call Joseph F. Dirac, 845/485-8030.

• Expanded In-Home Services for the Elderly (EISEP): A New York State program funded jointly by state and local funds, that assists older people (aged 60 and older) who need help with everyday activities to take care of themselves (such as dressing, bathing, personal care, shopping and cooking), who want to remain at home, and are not eligible for Medicaid.

• Cornell Cooperative Extension (CCE): The extension’s Family and Consumer Science program includes a set of educational resources and programs aimed toward the aging population and their caregivers.

• Caregiver Resource Center: A joint program of CCE and the Office for the Aging, it provides programs including respite, support groups and information on and referrals to various services.

• Health Insurance Information Counseling: Provides counseling to New York State seniors regarding their health insurance options, including Medicare and the state EPIC pharmaceutical program.

• Home Energy Assistance Program (HEAP): Provides assistance to lower-income seniors to help pay for heating costs.

• Weatherization Referral and Assistance Program (WRAP): Assists seniors with obtaining affordable or free services to weatherize their homes.

• Senior Identification (ID) card: The Senior ID card, obtained from the Office for the Aging, entitles seniors to use the nutrition program and transportation services along with its other programs. To be eligible for the card, you must be 60 years of age and a resident of Sullivan County.

• Retired Senior Volunteer Program (RSVP): A program connecting people age 55 and over with volunteer opportunities.

• Senior Nutrition Program: Provides nutritious meals to seniors 60 years and older through a meals-on-wheels program and meals provided at 13 nutrition sites throughout the county.

• Adult Day Services: Structured activities and health-related services for older adults who are physically or cognitively challenged and who want to remain at home, providing social and mental stimulation, caring for their physical needs and giving their caregiver, usually a family member, a much-needed break.

• Apprise Counseling: Counseling for seniors seeking assistance regarding Medicare, available Medicare Supplemental Insurance, and Prescription Drug Plans.

• Homebound Meal Delivery: Nutritious meals are prepared to provide one-third of the daily dietary requirements. Meals are heart-healthy and packaged to ensure appealing nourishment and delivered to eligible consumers in their home.

• Report Elder Abuse: 24 Hour Hotline, 800/233-8911

• Information and Assistance: The Area Agency on Aging office staff are available to assist you with information and resources to help you make your choices. Provides assistance with senior benefit programs, Social Security, Medicare, eligibility for low-income senior programs including home and community services, along with home-delivered meals, prescription drug programs, healthy aging programs, case management, senior activities, support groups and volunteering

• In-Home and Community-Based Services: The aging office has many programs available to assist seniors or their loved ones to meet these needs:

• Care Managers: Once it is determined whether the consumer fits into an options or waiver program, the consumer will be assigned a care manager dedicated to that specific program to develop an appropriate care plan.

• Assessments: Assessment services are provided to determine the level of care, needs and financial eligibility of a consumer to enable the assessor to offer the most appropriate and adequate services available to ensure the consumer can remain in the community safely.

• Ombudsman Services: The agency offers assistance in resolving complaints regarding the quality of care provided to nursing home and personal-care home residents in regard to their health, safety and welfare at the facility.

• Protective Services: This service assists individuals who are at risk because of abuse of any kind.   Emotional, mental or physical neglect, even financial exploitation.

• Personal Care Services: Services include assistance with daily activities that help maintain older persons in their own homes by arranging for an agency that provides aides to assist with bathing, personal care, dressing, grooming, and respite care.

• Senior Center Services: The Senior Center provides an opportunity for individuals to socialize and participate in group activities and health promotion such as nutritious, heart-healthy meals; recreation and crafts; education programs and speakers; recreational outdoor activities; and picnics and social events.

• Other Services: The Pike County Area Agency on Aging provides many other services throughout the year, such as, but not limited to blood pressure check, eyeglass clinics, farmers’ market nutrition vouchers, farmers’ market produce trucks, flu shots, options counseling, and tax season AARP tax preparation (February to April only).

In-Home Services

• Care Management Services: A comprehensive social services program designed to serve elderly persons in their own homes, to respect the older adult’s right to self determination, to foster independence and to enhance the quality of life for these most frail members of the community.

• Home-Delivered Meal Services: May be available to older adults who are temporarily or permanently confined to their homes.

• Respite Care Services: Provided to support individuals on a short-term basis due to the absence or need for relief of those non-paid caregivers normally providing care.

• Waiver Services: Home- and community-based services waivers for individuals aged 60 and older may be available to Pennsylvanians in this group to enable them to continue to live in their homes and communities with support and services.

• Congregate Meals and Monthly Menus: All residents of Wayne County 60 years or older are eligible for congregate (group) meals at county senior centers. Reservations must be made at least 24-hours in advance by calling the center site manager. Menus are prepared well in advance and are published at www.waynecountypa.gov/470/Congregate-Meals and in the monthly Area Agency on Aging Newsletter. Each menu is planned by a nutritionist, a licensed and registered dietician and a food service supervisor, to meet one third of the nutrients seniors need to consume in a day.

• Protective Services: To report elder abuse, call the Area Agency on Aging, 24 hours a day, seven days a week. These services are available to help those Pennsylvania residents age 60 or older who are at imminent risk of physical or emotional abuse, abandonment, exploitation, or neglect. Those calling to report elder abuse need not give their name to the Area Agency on Aging. All information is confidential. • Health Insurance/Financial Information Counseling: The Apprise Health Insurance Counseling Program is the Pennsylvania State Health Insurance Assistance Program, which provides counseling for people with Medicare in Pennsylvania.
