HARRISBURG, PA — Senators Lisa Baker (R-20), Judy Ward (R-30) and David Argall (R-29) on January 27 announced a joint effort to introduce legislation to restore the name of the Central Scranton Expressway.

The measure comes in response to the public outrage sparked by former President Joe Biden’s commutation of Michael Conahan’s sentence. Conahan—a key figure in the “Kids for Cash” scandal—was convicted for his role in corrupting Pennsylvania’s juvenile justice system.

“The decision to commute Michael Conahan’s sentence is incomprehensible and unjust,” said Baker. “This action reopens old wounds for victims and their families and undermines the progress made to ensure such abuse of power is never repeated. Restoring the Central Scranton Expressway name is a meaningful way to honor those impacted by this tragedy.”

In 2021, the Scranton City Council renamed the Central Scranton Expressway in honor of Biden. The commutation, however, has reignited strong opposition, with many calling for the road to return to its historic designation.

“This commutation sends a terrible message to victims of abuse and those who fight for justice,” said Ward. “Renaming the expressway is a small but significant step to reaffirm our commitment to integrity and accountability.”

“For the families affected by these crimes, the past few weeks have been painful,” said Argall. “I hope to see quick action on this important legislation so Luzerne County can wash its hands of this disgraceful act by former President Biden.”
