New York prohibits housing discrimination against people with service animals

ALBANY, NY — Gov. Andrew Cuomo signed legislation on Tuesday, August 11 prohibiting housing providers from discriminating against people with service animals.

The new law requires housing providers to make reasonable exceptions to their "no pets" policies for people with disabilities whose service animal "alleviates the symptoms or effects of a disability." According to the bill, the NYS Division of Human Rights has found that in appropriate circumstances, permitting a person with a disability to maintain a service animal is necessary for that person to "use and enjoy a dwelling."

"New Yorkers have zero tolerance for discrimination of any type and this measure will protect some of the most vulnerable among us who require a support animal to help function in their daily lives," Cuomo said. "With this legislation, we take one more step towards a stronger, fairer and more compassionate New York for all."
