Mobile park owner fined $1.3 million

HARRISBURG NY — A mobile home park owner with dozens of properties in 17 Pennsylvania counties, including in Wayne County, has entered a $1.3 million consent decree with the Department of Environmental Protection (DEP) over repeated violations of drinking water and wastewater standards. GSP Management Co., Frank T. Perano and related companies are further required to take necessary corrective measures.

The three Wayne County locations—Canal Mobile Park in White Mills, Sunrise Terrace Mobile Park in Honesdale and Pocono Mobile Manor in Gouldsboro—were all listed for drinking water violations.

“This consent decree covers a pattern of serious, repeated violations GSP committed all across Pennsylvania,” DEP Secretary Mike Krancer said. “This should be a message to all: DEP is going to come down hard on those who show this type of disregard for our environmental protection laws.”

DEP and U.S. Environmental Protection Agency (EPA) inspectors discovered the violations during five consecutive years. Drinking water violations included exceeding federal drinking water standards for certain pollutants and failing to notify residents about drinking water problems.

The wastewater violations at other mobile home parks include illegal discharge of partially treated or untreated sewage into nearby streams and failure to properly operate and maintain wastewater treatment facilities.

The consent decree is subject to Federal District Court approval.
