MILFORD, PA — Pike County District Attorney Raymond J. Tonkin announced the following criminal sentences were issued by Pike County Court of Common Pleas President Judge Gregory Chelak:

Frank Joseph Pagano, age 58, of Livingston Manor, NY, was sentenced to three to six years in a state correctional facility, fined $1,000 and had his driver’s license suspended for a duration to be determined by PennDOT, for the crime of Fleeing or Eluding a Police Officer.  Eastern Pike Regional Police were advised of a hit-and-run incident involving Pagano in Port Jervis, NY on March 1, 2022.  Pagano was observed speeding south in the turning lane of Route 6 and 209 in Westfall Township, ignoring requests of the police to pull over, and putting members of law enforcement and the public in danger. Pagano then fled on foot in Milford Borough.

Daniel Thomas Houck, age 35, of Hurleyville, PA, was sentenced to 12 to 36 months in a state correctional facility and fined $1,000 for the crime of Retail Theft.  Houck took various items with a retail value of $1,961.16 from a retail store in Westfall Township between May 18, 2022, and May 25, 2022, without paying full retail value for the items. 

Jason Michael Rosi, age 34, of Highland Lake, NY, was sentenced to six to 23 months in the Pike County Jail, fined $1,500 and had his driver’s license suspended for 12 months for the crimes of Theft and Fleeing or Eluding a Police Officer. Rossi took in excess of $2,000 U.S. currency from a residence in Delaware Township, without permission from the owners between December 1, 2020, and January 23, 2021.  When state police went to Rossi’s residence to question him, Rossi escaped out of the rear of the home and fled into the woods. 

Terrence J. Kelley, age 42, of Tamiment, PA, was sentenced to 214 days to two years in the Pike County Jail, fined $1,300 and had his driver’s license suspended for a duration to be determined by PennDOT, for the crimes of Driving Under the Influence, Possession of Drug Paraphernalia and the Summary Offense of Driving While Operating Privilege is Suspended or Revoked. Kelley was stopped by the state police for failing to dim his headlights and having dark window tint when observed traveling along Bushkill Falls Road in Lehman Township on March 20, 2021. Kelley was viewed displaying a dazed and nervous behavior, having glossy, bloodshot eyes and smelling of marihuana and an alcoholic beverage. Field Sobriety Tests showed impairment. Rossi refused to submit to a chemical test. Rossi was found in possession of seven heroin baggies and driving on a suspended license. 

Michael W. Solicito, age 39, of Dingmans Ferry, PA, was sentenced to 6 months of probation and a fine of $300.00 for the crime of Driving Under the Influence.  Solicito was stopped in Milford Borough on July 21, 2022, after he was observed driving erratically along West Harford Street. When contact was made with Solicito by the Milford Police Department, he was observed to have bloodshot eyes, slurred speech and emanating the smell of an alcoholic beverage.  Solicito admitted to drinking prior to driving.  Field Sobriety Tests showed impairment.  Solicito refused a chemical breath test.
