Highland board adapts to the times

ELDRED, NY — The normal monthly meeting of the Highland Town Board, like many meetings, was held in a less-than-normal way. As advertised, the physical meeting was closed to the public but interested parties were able to call in and participate from the comfort of their homes, while board members met at the Town Hall, practicing safe social distancing. This need for social distancing had a detrimental effect on the ability to capture every word transmitted over the phone lines, but the gist of the business conducted was discernable. 

The board postponed the previously announced May 16 cleanup day to a date to be determined in the fall. 

The paper shredding event, to be held in collaboration with Jeff Bank, the GBVCC and the Town of Lumberland, has been rescheduled to Saturday, June 13. The event will occur in the Eldred High School upper parking lot. 

The board authorized Laberge Group LLC to make bids on the highway salt shed project available to the public on April 27, with the bids to be returned by Thursday, May 28 at 2 p.m. to the town clerk’s office for public opening. This authorization followed the DEC award of a Water Quality Improvement Program grant. The contemplated completion date for the project is Friday, October 16. 

A motion was approved to adopt the Town’s Emergency Management Committee Pandemic Response Plan for Constabulary. The plan endorses the governor’s order regarding social distancing and the wearing of masks while conducting business in essential places where the required six feet of distancing cannot be maintained. The governor’s order indicates that it is the responsibility of local law enforcement, along with county and state agencies, to enforce such orders. 

The board tabled motions to approve bids for stone and gravel, as the needed information had not been received from the highway superintendent. Also tabled was a motion to appoint a part-time maintenance person. 

The public is reminded that although the town hall is closed to walk-in business, the various departments can be contacted by telephone.
