Sullivan caretaker arrested for animal cruelty

On Thursday September 27, 2018, the Sullivan County Sheriff’s Office was contacted by Town of Liberty Supervisor Brian Rourke in regards to animals being neglected on a farm at 30 Mineral Springs Road in White Sulphur Springs. At the location deputies found several goats and sheep that appeared to be emaciated. The caretaker of the farm was issued a notice to comply and instructed to provide the necessary food and water to the animals.

On Tuesday October 2, 2018, the Sheriff’s patrol received information that the general welfare of the animals was still in decline. Lieutenant John Watson, along with Liberty Constable Joanne Gerow, returned to the farm with a search warrant issued by County Court Judge Frank LaBuda. At the location, officers found 2 bags of food on the back of a pickup truck, but it had not been given to the animals. The animals were severely malnourished.

The caretaker of the farm, Lenis Pagan, 29, who lives on site was arrested and charged with 5 counts of misdemeanor animal cruelty for failing to provide sustenance under the state Agriculture and Markets law. He was arraigned before Town of Liberty Judge Kirk Orsek and sent to the Sullivan County Jail in lieu of $1500 bail. Deputies seized 8 goats, 6 lambs and approximately 60 ducks and geese. They were relocated to a farm in Jeffersonville pending the outcome of the criminal action. Pagan is due back in court next week.

The Sheriff’s Office was assisted in the investigation by the Sullivan County District Attorney’s Office. The investigation is continuing.
