The project has included the cooperation of various entities, including the IDA, which along with shepherding the project along also kicked in $150,000; and the county, which also provided $150,000. Also, officials from the Village of Liberty, the Town of Liberty, and the state and federal governments were involved.

In his remarks at the ceremony, county chair Scott Samuelson was effusive in his praise for legislator Ira Steingart, current chair of the IDA. Samuelson said Steingart pushed the project over the finish line. Samuelson also said, “I think the most exciting thing about all of it is that it has been such a cooperative effort, that everybody has worked together. And for everybody to work together in Sullivan County for this long—that is a real testament, it’s really very exciting.”
