I am pleased that efforts to bring economic vitality to southern Sullivan and Ulster counties for many years were well received, as evident by the overwhelming support for destination resort casinos. However, with any announcement of casino development, the issue of the effects on those with gambling addictions immediately follows.

The New York State (NYS) Division of the Budget has already estimated that with one casino, communities across the Hudson Valley and Catskills will receive approximately $51 million in aid. The legislation did not forget helping those with gaming problems. The law will impose $500 fees on slot machines and tables that are specifically designed to aid the NYS Office of Alcohol and Substance Abuse Services. It also includes restricting access to cash at casino ATMs, sets limits on withdrawals, prevents check cashing, and the extension of credit will be heavily regulated,
