Monticello Police arrested Taquanne Brooks (23) of Monticello on May 25. Brooks was charged with the felony of Rape in the 2nd degree.
Brooks was arrested following an investigation into him having sexual intercourse with a 20 year-old female who is mentally handicapped. The female victim was unable to give consent due to her mental disability. A family member of the victim learned that Brooks had taken the victim into am abandoned building on Hillside Avenue in the Village of Monticello on Saturday 5/24/14 at approximately 6:00 PM where he then engaged in sexual intercourse with the victim.
When the victim returned home later in the evening she told the family member what had happened and Monticello police were then contacted. Brooks was located at 12:30 AM Sunday morning and arrested. Brooks was arraigned in the Town of Forestburg justice court and remanded to the Sullivan county jail on $50,000.00 bail pending further court action.
