On July 3, 2013, as a result of an on-going multi agency investigation into the use and sale of narcotics in and around Greene County, NY, the New York State Police at Catskill report the arrests of the following:

ALBERTO RIOS JR., age 37, from Catskill, NY was charged with the felony offense of Criminal Possession of a Controlled Substance in the third degree and the misdemeanor offenses of Criminal Possession of a Controlled Substance in the seventh degree, Criminally Possessing a Hypodermic instrument and Criminally Using Drug Paraphernalia in the second degree. He was also charged with the violation of Unlawful Possession of Marihuana.

NICOLE TORHAN, age 36, from Catskill, NY was charged with Criminal Possession of a Controlled Substance in the third degree, a class B Felony, and Criminal Possession of a Controlled Substance in the seventh degree, a class A Misdemeanor.

LUIS R. MONELL, age 47, from Catskill, NY was charged with Criminal Possession of a Controlled Substance in the third degree a class B Felony, and Criminal Possession of a Controlled Substance in the seventh degree.

All were arraigned before Town of Catskill Justice William Wootton. TORHAN and RIOS were each remanded to the Greene County Jail in lieu of the $25,000 cash bail or $50,000 bond. MONELL was remanded to the Greene County Jail without bail.

The New York State Police was assisted by the following agencies in the arrests and investigation: The Greene County District Attorney’s Office, the Capital District Drug Enforcement Task Force, New York State Parole, Greene County Sheriff’s Department, the Village of Catskill Police Department, and the Town of Cairo Police Department.
