On April 25, 2013, Trooper Thomas Farrell, SP Kingston, stopped a vehicle on SR 209 in the Town of Ulster for a violation of the Vehicle and Traffic Law.

Upon interviewing Walter L. Rose, a 55-year-old Kingston man, Trooper Farrell detected an odor of an alcoholic beverage. The operator was requested to step outside of his vehicle to continue the interview. While speaking to Mr. Rose on the shoulder of the road he suddenly collapsed.

Trooper Farrell checked the operator’s vitals and observed no pulse or respirations. Trooper Farrell immediately contacted SP Kingston and requested EMS personnel to respond to the scene.

Trooper Farrell retrieved the Automatic External Defibrillator from his Troop car and returned to the operator.

Sgt. Edward McKenna arrived on scene and assisted Trooper Farrell with CPR and the application of the AED. The AED advised a shock was needed and Trooper Farrell subsequently administered the shock. The Troopers' life-saving efforts restored both the operator's pulse and breathing prior to the arrival of Ulster Hose and Mobile Life Support Services.

Mr. Rose was taken to Kingston Hospital where he was listed in stable condition.

Mr. Rose was charged with driving while intoxicated and issued a uniform traffic ticket which was returnable on a future date to the Town of Ulster Court.
