Ex-girlfriend sets car, house on fire

South Sterling, PA - Lisa Florex Kemp, aged 30, was arrested by Pennsylvania State Police at Honesdale for various arson and related charges on September 2 at a residence at 514 South Sterling Road, South Sterling, PA.

Accoring to a police release, before the arrest, Vincent Moffatt, 33, called police and told them that Kemp, his ex-girlfriend, had called him earlier and said "seh was going to slit his throat and blow up his truck.

Another man, James O'Neil, 34, contacted police and said he had already extinguished several fires set inside Moffatt's vehicle, which was parked close to a residence. He also said Kemp had placed propane tanks inside the vehicle prior to starting the fires.

Trooper Jezercak and TFC John Chervanka responded to the scene, and in route were advised that Kemp had started a fire in the second floor of the house. A fire company was requested to assist.

The officers discovered Kemp on the secone floor of the residence and she was taken into custody. Kemp was hcarged with multiple counts of arson and related offences. She was arraigned before MDJ Bonnie Carney and remanded to the custody of Wayne County Prison after failing to post $50,000 bail.

Moffatts truck, a 1995 Nissan Pathfinder, sustained a considerable amount of damage to its interior, while the apartment sustained a minor amount of fire damage.
