Honesdale arrests: fugitive arrested and protection from abuse violation arrest

On 04/02/12, The Honesdale Borough Police arrested two after conducting separate traffic stops. According to Borough Police, at 5:19 p.m., the first arrest came after a traffic stop on Cliff Street for a traffic violation. Officers stopped a vehicle driven by John Goins, age 30 from Honesdale and discovered that Goins was wanted in Williams County Ohio on a warrant for the charge of non support a Felony of the fifth degree.

Goins was arrested and arraigned by MDJ Farrell for being a fugitive from justice. Goins was incarcerated in the Wayne County Correctional Facility after failing to post $30,000 bail. Goins now awaits extradition back to the state of Ohio.

At 9:44 p.m. the second arrest occurred when Officers stopped a vehicle for a traffic violation on Willow Ave. During the stop, officer’s identified the driver as a 21 year old female from Waymart and a passenger, Kyle Harper, 22 years old from Honesdale. Officers discovered that there was an active PFA (protection from abuse order) in effect that forbids Harper to have any contact with the female driver. Harper was arrested for violating the PFA and was arraigned on charges of Indirect Criminal Contempt before MDJ Farrell. Harper was incarcerated in the Wayne County Correctional Facility after failing to post $3,000 bail.
